About 200 apartment blocks have been inspected in the framework of the ‘Honest Kilowatt campaign’, which has been going on in Sverdlovsk region for three month. A special committee organized an inspection to look for electrical energy thefts and the malfunctioning of meters in several Ural towns.
Among the latter are Krasnouralsk, the small towns of Staratel’, Artemovsky, Tavda, Irbit, Kamyshlov, Asbest, Sloboda-Turinskaya, Tugulym, Baykalovo, Talitsa, the settlements of urban type Pyshma, Nizhnie Sergi, Serov. As a result 1453 cases of legislation violation were revealed, among them 100 cases of electricity thefts, both by residential users and by organizations. For example, in the small town of Staratel the house power supply was also used by a glass bottle buy-back point, a cellar and a gym. In Artemovsky the “Honest Kilowatt” revealed 3 cases of an unauthorized hook-up by private persons, the use of electricity without contact, several cases of underdeclaration of meters’ data. In the course of the raid the commission identified defective devices for electricity metering, the facts of using meters with the expired term of inspection, unsatisfactory state of house grids and their vulnerability to theft. All the cases of legislation violation were described in improvement notices which were directed to the managing companies.
“Electricity charges in common areas have become clear and transparent for many people due to the “Honest Kilowatt campaign”. The inspections gave answers to many questions and helped to restore justice, to stop electricity thefts and in some cases – to reduce total amount of payments for using electricity in the house, — noted the managing director of LLC Sverdlovnergosbyt Jury Zisman. – This utterly important and useful campaign will go on. Our initiative to establish order in charges for electricity was taken up by public organizations. We hope that the number of caring and socially involved citizens will increase«.
