"South" project
It should be reminded that earlier the oil company Rosneft appealed to the president of the Russian Federation Vladimir Putin with the request to introduce the project of an oil-products pipeline construction into the investment program of OAO Transneft.
“This is in keeping with the idea of the “South” project. We are now working with the other companies, and the idea of Rosneft on the oil-products pipeline fits into the logics of these negotiations of ours, and it is most likely to become one of the constituent parts of this project. Most possibly it is going to complement it”, — Tokarev said.
According to him, this work requires attention, negotiations and a long period of time. “Rosneft” has not submitted any official proposals on construction. Tokarev emphasized that “Samara-Tuapse” is a Rosneft project, and its funding should not be included into the investment program of Transneft.
“This is a local project by “Rosneft”: they order, they pay – we build, and we are to operate. There is a second variant; “Rosneft” builds it with their own resources and they themselves operate it”, — Tokarev.
He also said that “Transneft” still has not received sufficient
guaranties from the oilmen about the deliveries of oil products into the oil-products pipeline “South”. Only LUKOIL guaranteed a delivery of three million tons a years, which is not enough to start executing the project, the head of Transneft noted.
