In Kaliningrad on the bank of the river Pregolya the police discovered an oil refining plant which operates without any documentation and is registered in the names of homeless persons the press-secretary of the western local department of Ministry of Internal Affairs in Transport Alexandra Serbina told RIA Novosti on Wednesday.
“The information about the fact that an oil products refinery is operating illegally in the territory of one of the enterprises in Kaliningrad came to us…last week…This information was confirmed” – she said.
The investigation and operational group found out that the plant does not have any permits, licenses or approvals for operation, neither is it registered in the RosTeckhNadzor (Russian Federal Service for Ecological, Technical and Atomic Supervision) or in the Rostransnadzor (Federal Agency for Transport Supervision).
Beside the plant there is a railroad sidetrack through which the final products were shipped. At the same time the management of the plant was sending to the leaseholders the letters of guarantee stating that the railroad track and the railroad overpass had not been used.
“It is extremely difficult to define the real volume of the oil products transshipment, because there are no documents. We only know that the enterprise produced oily bitumen which is used in road repairs, it was used from March to October 2010 and since March 2011 and one tank-wagon contains no less than 30 tons”, — Serbina said.
At present the officers of the transport police are clearing up persons involved into the illegal enterprise.
