Over the last year the expenditure of the consolidated budget of Russia on housing and communal services comprised over one trillion rubles — this makes up about 2.4% of the country’s GDP, Rossiyskaya Gazeta reports. These sums are quite comparable with the country’s defense expenditure.
There is money in this sphere, the chairman of the State Duma Boris Gryzlov is sure of that. However there is still a need of investment: the infrastructure is worn out, the tariffs are rising. That is why he thinks it is very important not to let the invested funds “drain down the worn-out pipes” and “black holes” in the financial documentation. It is also necessary for the housing and communal services organizations, especially the monopolies not to force up the tariffs. The housing and communal tariffs must not outrun the inflation, Boris Gryzlov points out.
