The Mayor of Moscow Sergei Sobyanin thinks it is necessary to establish a strict control over the intended use of funds appropriated to the energy companies by the authorities.
“Recent audits of our grid companies show that the companies which receive investment money do not always invest it in the development, but simply ‘guzzle them away’ – the mayor said during the meeting with the student shadow government on Monday.
He added that this is not merely a question of ‘setting the rules’. ‘It is also the matter of rigid control over how those rules are followed,’ – Sobyanin pointed out, according to RIA Novosti.
As Sobyanin says, in the matters of tariff regulation the work must be as transparent as possible and directed at tariffs sagging.
