Russia Plans to Increase Renewable Energy Sources Share in its Power Capacity to 4.5%

The delegation of the Republic of Belarus has visited the Belgorod region with the working visit. The objective of the visit is exchanging experience, getting to know renewable energy sources, installed in the region, and discussing the ways of cooperation of the two countries in the sphere of renewable energy.

First the guests visited the wind turbines and solar panels of the ALtEnergo company in the Yakoblevskiy district. They studies their technical characteristics, their performance, their recoupment period and the cost of electrical energy, generated by these sources. The five wind powered turbines with the capacity of 100 kW are managed by the automated wind system and start producing electrical energy when the speed of wind reaches 3.2 m/s. Next to them there are 1 320 polycrystal and amorphic solar panels with the total capacity of 100 kW. One of the polycrystal modules is supplied with a maximizer – a device, which allows to read the productivity of each panel on a real-time basis. So far the productivity of wind turbines comprises 29 064 Kwh, that of solar panels is 201 062 Kwh, during the time of their operation they could prevent the emission of over 140 of carbon dioxide.

“What we have seen here today is a very successful pilot project, which shows us that there is industrial wind and sun in central Russia. Now we need to create corresponding state and regional programs, distribute the funding and consequently develop such programs – the way it is done in Belarus. We have a system of benefits: those who sell wind energy to the grid get 30% off the industrial tariff. And the coefficient in selling solar power equals three, which means that the investors are economically very much interested in the development of this direction. There are implemented projects in Russia, but there is no sufficient legal base, which would stimulate and regulate the process.” ” – says the director of the Belorussian Association “Renewable energy” Vladimir Novak.

The next item on the agenda was a visit to the biogas power plant Luchki in the Prokhorovskiy district, where the guests got to know the principle and efficiency of this power facility in operation. Having the capacity of 2.4 Mw Luchki can utilize about 75 thousand tons of animal wastes, producing 19.6 million kWh of electrical and 18.3 thousand gcal of heat energy and over 66.8 thousand tons of environmentally clean bio fertilizers. So far the plant has produced 3.7 million kWh of “green” energy.
Within the framework of the round table “The prospects of the Russian-Belorussian cooperation in the sphere of the renewable energy” the parties discussed the possibilities of the execution of the joint Belorussian-Russian projects. The Republic of Belarus is planning to cover for 28% of the country’s demand by means of local and renewable energy resources by 2015, and by 2020 this parameter will comprise 32%. As to Russia, the share of renewable energy sources in the power balance of the country is to reach 4.5% by 2020.

Summing up the results of the visit the Russian association of renewable energy industry enterprises and the Belorussian association “Renewable energy” signed a cooperation agreement.
